How To Fix The Process Cannot Access The File Error Message When BITS Runs?

You back up the Drive:\Documents and Settings\All Users folder when the Background Intelligent Transfer Service (BITS) runs. After you back up the folder, if you open the report for the backup activity, you may notice the following error message:

Consider you have taken the backup of Drive:\Documents and Settings\All Users folder when the Background Intelligent Transfer Service (BITS) runs, after that if you will try to open the report for the backup activity, you can notice the following error message


Warning: Unable to open "Drive:\Documents and Settings\All Users\Application Data\Microsoft\Network\Downloader\qmgr0.dat" - skipped.
Reason: The process cannot access the file because it is being used by another process.

Important Note 1:
Here, Drive is a placeholder for the system root directory that has all of the system files of a Computer. Moreover, BITS is able to create and use the Qmgr0.dat and Qmgr1.dat files. Usually, Qmgr0.dat and Qmgr1.dat files will be locked if the BITS runs. Therefore, you can’t open the backup application and backup the files and you will be informed that the file is being used by another process.

Before editing the Registry, you should take care of this.
The steps given below are used to modify the registry. If you modify the registry incorrectly, some serious problems might occur and these issues might require reinstalling the Operating System. So, ensure that you handle it carefully. For added protection, you can backup the registry before you modify it. Therefore, you can use it if any problem occurs.

To resolve this problem, you do not have to back up the Qmgr0.dat and Qmgr1.dat files. You can exclude these files from backup to prevent the errors. To exclude the Qmgr0.dat and Qmgr1.dat files, follow these steps:
If you are going to resolve this issue, you don’t need to backup the Qmgr0.dat and Qmgr1.dat files. You can omit these two files from taking backup to prevent the errors. Follow the following steps to omit these two files.

1. First. Log on to the Computer as an Administrator.
2. Then click on Start Menu, choose Run.
3. In the Run Dialog box, type regedit and then click OK. This will open the Registry Window.
4. After that navigate to the following Registry sub key.
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\BackupRestore\FilesNotToBackup
5. Then on the left pane, right-click on FilesNotTo Backup and point to New.
6. Then click on Multi-String Value.
7. Now you can name the new entry BITS.
8. Double click the BITS entry. The Edit Multi-String dialog box appears.
9. After that, double click on BITS entry. Then the Edit Multi-String dialog box will appear.
10. In that Value data box, type the following value, and then press OK:
%AllUsersProfile%\Application Data\Microsoft\Network\Downloader\*
11. Now, close Registry Editor
Important Note 2:
At the same time, you can set the registry value against the Common AppData entry in the following location for the Computers that are running non-English language Operating System.
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Explorer\User Shell Folders

What are the steps to reproduce the problem?
1. Click Start, and then click Run. The Run dialog box appears.
2. Then in the opened box, type cmd and then click OK. This will open the Command Prompt.
3. After that, in the command prompt, press Enter Key after typing the following command.
net start bits
This command will show the status of BITS.

Here you have to be sure that BITS runs before you take the backup of the folder.
4. Then again, in the command prompt, press Enter Key after typing the following command.
5. ntbackup.exe
Now the Backup or Restore Wizard dialog box appears.
6. Now go to Advanced Mode, and then go to the Backup Utility - [untitled] dialog box appears.
7. Then click the Backup tab.
8. In the left pane, expand My Computer, and then expand Drive.
9. Now, you can expand My Computer and expand Drive from the left pane.
10. Now, you have to expand Documents and Settings and then click to select the All Users check box.
11. Then, type Drive:\Backup.bkf in the Backup media or file name box, and then click Start Backup. This will open the Backup Job Information dialog box appears.
12. After that, click on Advanced. The Advanced Backup Options dialog box will appear.
13. Now you have to select the “Disable volume shadow copy” check box.
14. Then press OK.

Here you don’t need to disable volume shadow copy if your computer runs the Microsoft Windows 2000 operating system.
15. Now, click Start Backup.
16. The Backup Progress dialog box will be shown.
17. Now the backup process of the folder will continue.
18. Once you have finished the process, click on Report.
19. Now, you can notice the “Symptoms” section.
These steps are applied to
• Microsoft Windows Server 2003, Enterprise Edition (32-bit x86)
• Microsoft Windows XP Professional
• Microsoft Windows 2000 Advanced Server SP3
• Microsoft Windows 2000 Service Pack 3
As mentioned above these are the manual steps to back up the registry in Windows XP
1. Go to Start Menu, then choose Run.
2. In the Run Dialog Box type the following “%SystemRoot%\system32\restore\rstrui.exe” without quotes and then click OK.
3. On the Welcome to System Restore page, click Create a restore point, and then click Next .
4. Then on the “Create a Restore Point” page, type a restore point and then click on “Create”.
5. Now, the restore point will be created.
6. Now, click on “Close”
Important Note 3:
If the System Restore is turned OFF, you can receive a message that says, if you want to Turn ON System Restore now. Then click on Yes. After that, in the System Properties dialog box, click to clear the Turn OFF System Restore check box, click OK and then repeat this step.

1. As usual, go to click Start Menu, choose Run.
2. Then type “%SystemRoot%\System32\Restore\Rstrui.exe” and then press Enter Key.
3. Now, on the “Welcome to System Restore” page, choose “Restore My Computer to an earlier time”.
4. If it is already selected, just click Next.
5. On the Select a Restore Point page, click the system checkpoint. In the On this list select the restore point area, click an entry that is named "Guided Help (Registry Backup)," and then click Next.
6. Then on the “Select a Restore Point” choose the System Checkpoint.
7. Then in “On this list select the restore point” area, choose an entry that is named “Guided Help (Registry Backup”.
8. Then click on Next.
9. If you see the System Restore message that lists configuration changes that System Restore will make, click OK.
10. After that, click Next on the “Confirm Restore Point Selection”
11. Now, system will restore the previous Windows XP configuration and then restart the Computer.
12. Now, you can log on to your Computer, if you see “System Restore confirmation” page.
13. Click OK.
